  Just a guess - Goop removes grease and oil and I think skunk spray is oily.
  The following is a recipe passed around dog e-mail lists, with the link to
the site with more technical details:
  Skunk remedy (mix just before use - you *can't* mix ahead and store it)
1 quart 3% hydrogen peroxide
1/4 cup baking soda
1 teaspoon liquid soap
Mix together, thoroughly scrub mixture into the dog's coat and let
stand five minutes.  Rinse thoroughly with clean water.
