Ed;
A hammer drill  with carbide bits will go through  pretty darn tough 
rock.  If it won't, diamond core drills from china are really cheap 
now..not fast, but they will go through most anything.
One thing to try is to look up well drillers in the area in question and 
call them.......Pete F
