[TheForge] Yet another Pipe marking approach

I am the one that posted the pipe miter marker.
You hold it against the pipe and set the miter angle, then use the
articulated arm with a soapstone chalk to mark the pipe for cutting. It
makes a line in 360 degrees. This is not for joining to another pipe as it
is like a salami cut.
