Mothballs may work, but not by "displacing" the air.  There's plenty of
air left.
Perhaps the chemical (naphthalene or para-dichlorobenzene) condenses on
the tool and provides protection somehow?

The mothballs do work, they "sublime" or vaporize and the vapor 
displaces the moisture rich air in the tool box. The tighter the 
container you keep the tools, the better it works.
