Oxygen burning rods (or burning bars) will burn through (melt) damn near
anything including concrete.  What they are a hollow steel tube filled with
a pack of steel wires.  The smallest rods I have seen are about 3/8 inch
dia. and about 3 feet long and the largest about 7/8 inch dia. and 20 feet
long.  (size range may be great, that just what I have seen).  These are
connected to a high pressure oxygen supply hose on one end.  You heat the
other end with your torch and the turn on the oxygen.  Watch out these will
really generate the heat and as I said cut through all kinds of things.
This is not a clean cut but a demolition cut.  Not for the faint of heart.
The burning rod is consumed in the process.  You local welding supply house
may be able to sell you these -- but get training in there use too.
