I know I am late but there were a number of questions on this 
specifications which did not seem to get a full answer.  1018/1020 
are specifications of chemical composition with no mechanical 
property requirement.  It is commonly specified as shown because 
there is little difference between the two as regards use.  A36 on 
the other hand is a specification for structural steel primarily 
based on mechanical properties with a simile chemical requirement to 
ensure weldability. 1018/1020 like  any similarly specified steel 
can, but would not normally be, supplied to mechanical properties 
specified by the user after heat treatment.  This would commonly be 
purchased from a heat treater but some steel distributors may stock 
some alloy(s) with a XXXX type designation (most commonly 1050/1060, 
4120, 4140 or 8620) in the heat treated condition if there is 
sufficient demand, in there locality, for such a product.
