According to the 2000 Uniform Building Code, which is usually adopted by
most states in the US any railing with a space not more than 4" between any
given element is legal. Some states may adopt a more strict code, but
that's pretty unusual on something like hand railings. We extensively use
cable railings on 4" centers making the hole just a smidge under 4". As
well as vertical, and decorative elements that skirt the 4" boundary quite
closely. I have never seen a building inspector get out a 4" baby's head
and start checking railings, they just throw up the old tape measure and if
it looks good they don't care.
Around here we keep a good report with the inspector, he will then often
recommend us for railing jobs, and typically never inspects our railings
cause he knows they are done right.
