It is relatively simple if you have casting/foundry capabilities. 
Aluminum melts at about 1200 degrees and steel doesn't!!
I am taking an investment casting class and that is one of the 
"techniques"  being taught. You create your wax model of what you want 
to cast in aluminum. It would include the steel strap. Then you 
"invest" it in a plaster/sand mixture and then burnout the wax creating 
the negative space for the aluminum. Melt the aluminum in a crucible, 
pour it in the mold and TA DA!! (Hopefully)

We haven't poured anything yet. We are still making our wax models. We 
are going to pour bronze and aluminum.
