Jeff,

Got some way to hold the tank steady from turning?  Something like a large 
chain vise or strap wrench or similar?  Anyway, just anchor the tank and 
put a wrench on the valve and turn.  There should be a nice square base on 
the valve for the wrench to grab.  You may have to remove the ring/handle 
to get at it.  The valve is brass and may snap at the neck.  You may also 
need to put a long extension on the wrench to give added leverage to start 
the valve turning.
