    On the Moon Lamp...  Do you usually perform the repousse' prior to 
or after cutting out the pattern (Im specifically asking about the star)...

The repousse' is done before the negative spaces are cut free.  The 
chasing of the repousse' along areas that will become drops is done with 
chisels. This way the chasing of the volume and the cutting of the 
negative spaces proceeds together.
If the pattern is cut out prior to repousse', then the relief cannot get 
as bold.
