 I will be the first to agree with recycling and re-using old steel for many 
things.  I do it myself and have been extremely happy with what I have 
produced from scrounged stock.  
  I do NOT, however, agree with making any tools to use under a power hammer 
from scrap USED spring steel.  No matter how it is heat treated, stress 
fractures will not repair themselves.  As some other members have suggested, 
get new drop from a spring shop and knock yourself out.  Just don't get 
knocked out from a flying piece of tool that let go under impact.
