I recently picked up a water heater element cheap from old stock at my
favorite hardware store.  Built a little waterproof junction box from
a Hershey's cocoa can -- er, plastic -- and stuck it on a 3" wide
bridge of stainless sheet.  1000 watts IIRC and it's more than
enough.  Will thaw the tank from frozen nearly solid in a couple of
hours.  Probably should have a timer so it will only stay on 1 hour in
three or four.
