Here in Northern VA, I was able to keep all but a skimming of ice 
out of the tub by using a plug-in water-pipe tape -- looks like an 
extention cord with only one plug. I used some staples to hold the 
tape to the slack tub. I suspect that if I had put a chunk of styrofoam
over the top of the tub I wouldn't have had any ice this year.

In colder climates, you might try a watering-trough heater, or even an
immersion fish-tank heater. Let the rest of us know how it turns out . . .
