Vacines are a a risk.  Some people get reactions when any medicine is 
tested: including to the non-medicines as in "control groups" that took 
"medicine" they believed to be real: placibos like sugar pills. 

The Flu Epidemic called the "1918-1919 Spanish Flu Pandemic" killed an more 
than a half million Americans, and an estimated 30 to 40  million people 
world wide.
