Andy, are we talking about the same thing?  Your use of the word "flare" 
makes me think you are talking about the outlet of the mixing tube as 
opposed to the bell reducer used at the input end of the tube.

First the jet end has a bell opening which tapers rapidly down to the pipe 
size.  Then the mixing pipe is usually lightly tapered all the way to the 
outlet.  I have several of these in different sizes laying around the shop 
and they are all like this.
