At the start of this discussion I was over in the little or no soak time
camp.  After the discussion I have move somewhat to the camp saying we need
"some" soak time.   This is necessary for the chrome to go into solution -- 
and will give somewhat better properties it would seem.  (both 4140, 5160
and S7 have chrome -- the more they have the more soak time so to speak)  At
the same time we need to remember that at the high temperature and time we
may well increase grain size -- not a good thing.  Net result, like most
things there is some level of compromise -- and like many things in
blacksmithing a wide range of practices will give workable results.

I worked for many years with a ferrous metallurgist that when ask what was
the "best material" or the "best practice" would have one answer.  Ask about
the same application but ask what was the "right material" or "right
practice" would have a more practical answer that was a set of realistic
compromises.  Now the knife makers among us (and this is not a slam) are in
many cases looking for the "best" answer because of the critical nature of
their application.  For some of the rest of us dealing with blacksmith
tooling we are looking for the "best compromise" in material, time, using
junk steel, etc.
