Rob,
There are hundreds of brands of the rust converters on the market these
days, similar to what you are using.
Most will convert the rust to iron phosphate, but need a surface coat of
paint for durability.
 A few are rated as an all in one converter & finish coat.
The better products are made for marine duty, meaning that they must survive
salt spray tests.
They have pretty much replaced the phosphoric acid treatment of steel hulls,
machinery and fittings exposed to salt spray on ships and at  port
facilities.
I use the converters on my anvils.
The warmer the metal the faster the conversion happens.
If you see a white or lt.gray film on the metal surface after the converter
has dried you need to recoat it.
My favorite brand in the old days was CONQUEST.
