I've heard that called a "tong groove" before.  Ten quatloos says the
groove isn't for tongs;  It's for making ringbolts, chain end-rings
and the like.  Allows the bolt eye, chain link or whatever to sit in
the groove and still have the ring come out round.

BTW, I wonder if my big one is unusual:  4' high, 24" at the base,
thickness uneven but average 1", open hole at the top but apparently
not meant to take an extension.  Takes two people or rigging to move
it.  Came from a small shop in Bridgewater, NS.  No markings.
