My experience is that this is sometimes the case.
At least as often, this person is the only one with the guts to speak out and
say what needs to be said.
It's also often the case that this is the person who really cares the most
about what's important, to the point of having to deal with the friction that
comes with it. But when you care that much, you just can't seem to keep your
mouth shut, even when you may want to try.
There's little pride in being a team player when the team is all screwed up.

Regarding those who "do not play well with others"; my experience tells me
that such folks typically manage through the "Hurray For Me And *#@! You"
principle, forgetting that the progress of an organization is the result of
team effort. I call it the SPIPA factor (Stupid Person in Position of
Authority)
