About 10 years ago we used a kit at work to remove small dia. machine screw
taps from aluminum parts.  I think it was called "Tap-Out"   The kit had a
small bottle of acid, bees wax to make a dam around the hole, and a
neutralizer.  I don't remember which acid would attack only the steel and
not the aluminum.  The acid would eat enough of the tap that you could use a
bent paperclip the worry the broken tap out of the hole. Sometimes we would
need to stir the acid to break up the bubbles that formed so that the acid
could contact the remains of the tap..  It wasn't a FAST process. Drink a
coffee or two and wait for it to work.
