In my experience most broken tap removal that leaves you with a servicable hole, requires drilling. Even in large applications on steam turbine maintenance overhauls I used to collect all the EZ-outs, and other gadgets from the millwrights and have them use a tap size drill and tap out the remaining metal. Still a tricky operation, but then you aren't trying to extract the EZ-out.
