http://www.dealerselectric.com sells a 2HP package that is a 2HP 3 phase motor
and a 2HP VFD that takes 220 volt single phase in 220 volt 3 phase out.
Where you need to double the HP rating of the VFD is when using a 3 phase in 3
phase out unit. If the VFD is designed for single phase in, then it will work
with a motor that it is rated for.
