I should have added, that we are not talking about how much load it takes to 
permanently bend a piece of steel, (plastic deformation) (yield strength), 
but how much the steel will deflect under load, then return to its original 
shape when the load is removed (it's "springiness), so the load would have to 
be less than the yield strength of the annealed material for you to compare 
deflection of hardened vs. annealed steel in your tests.
