Yes, the bill is out there, but accordsing to my sources, it's still pretty
resdtrictive- unless you think that being required to disdtill while
standing on one foot in the middle of a highweay during the 6th full moon of
the month isn't restrictive ;-)

I'm exaggerating, of course, and it is a start, but a slow start....
