Yes it is.  Marietta Home Brew (Marietta Georgia)(and other suppliers)
make a good living at selling material to folks that make their own.

Different states have different laws.  The law WAS in the state of
Georgia that you could brew a small amount of "home brew" and wine for
your own consumption.  I do not know if this is still the law or not.
