It is always worth a check with the appropriate governing body before
setting forth on a venture like this. Much better to know ahead of time. If
you can find a law permitting what you are doing that has not been repealed
then it is legal, even if other laws say it isn't. The trick is to find the
law that says it is. I picked that up from a guy in law enforcement, he also
said don't expect your lawyer or the judge to know where to find the law
that says it's legal....that's your problem.

IRS and BATF tend to keep a really close eye on booze making.  We had
problems doing distillation as a demonstration in High School chemistry
class, because of teh potable alcohol thing.
