I have a question that perhaps someone here can answer...

   When using electrolysis to "reclaim" rust, is the black material
that has been converted from rust, now  "black oxide"? Or  has this
process actually converted the iron oxide back to it's original state
of being?  Is black oxide stable or does it deteriorate in some way?
Additionally, to accomplish a task as large as these panels, would you
need an anode nearly as large as the panel to do a "good" job?
