        Clean it, no polishing required.........weld it.   As far as rod,
1/8  7018 works well for dissimilar metals.  Make multiple passes or
"stringer passes" instead of one big weave bead - you'll get better results,
especially when fastening a pipe to a plate.  I'd weld it THEN fill it with
the crete.
