I missed the first part of this thread so I hope I can give you an answer that 
makes sense.  

Chlorine will attack stress sites so anneal your work

These solutions work if you can't establish a cathodic protection circuit 
(sacrificial anode or electronic) 

If the chlorine is present in the atmosphere you could use a weathering grade 
of steel (there are plenty of more expensive alloys that will also work but 
this is the cheapest way to go).  It will oxidize in the atmosphere to a 
protective layer that is usually purplish in colour.

If the chlorine is present in moving water the solution depends on the 
concentration.  You can normally establish a cathodic protection circuit in 
this case

If the chlorine is present in standing water or stagnant water it is best to 
use a protective barrier as chlorine will pit even stainless steel under these 
conditions and there is little that can be done about it.
