depends on the tongs.  For scroll tongs, I use 5160, or my "mystery scrap 
steel" (spark tests mild, major pain to forge weld to itself, but forge welds 
beautifully to other things, tough under the (hand) hammer).  For other types 
of tongs, I use just plain mild steel -- which, from my supplier, isn't A36, 
but 1018 (yes, I'm lucky)
