The word 'baroque'  may be "applied" to repousee but the two are far from 
the same.  Repousee is a process or technique as opposed to baroque which 
is a style.  It may be highly/overly ornate as in baroque, but it can also 
be plain.  Repousee is frequently done in conjunction with chasing, another 
interesting technique.

p.s.  1040/45 and coil springs of different dimensions are very good metals 
for making repousee/chasing tools.  For thin metals you can make them from 
mild steel, but superquenching is suggested for this.
