I've made stone carving chisels from 5160, and old crowbars.  The jackhammer 
bits which have been suggested many times are another good choice.

 These are not pavers.  These are hand held chisels that one hits with a 
 hammer.  Used for facing, smoothing, chipping, etc....  Not just for 
 busting up stuff.  But I suppose some 1045 for a test piece wouldn't hurt.
