chris,

i think that is some kind of coating put on water pipe. it's hard to get off (that's the idea i guess) but some heat and a wire brush will work.

my steel supplier (http://www.mcneilus.com) sells "pipe size tubing" which is close to the same size as water pipe but is not pressure tested and better yet comes with no coating.
