i just read somewhere recently that to dry out rod that had picked up moisture instead of striking the arc allow the rod to stick. 

let it heat up till the moisture quits coming off then break off and weld. the guy who said this said he was a production welder and did this all the time.

seems like it might work or at least be worth a try.
