[TheForge] spring steel help ????

I have to repair a antique chair that uses a piece of spring steel as
its main support.
The steel is a 5/8" diameter solid rod ,that is bent in a wide "U" shape
and is threaded at each end.

What I would like to know is if it  spring steel how do you bend it a
tap it?

Do you anneal it first then re harden it, and if so is there any
special technique that is required for spring steel.
