Bill, Here's a trick that Ralph Sproul mentioned awhile ago.  If you
have a tool that is AC/DC rated (and most, but not all are), you can
operate it on a speed control and vary the speed effectively.  This
applies to routers, grinders, etc.  They key is to run the tool on a
decent controller, not a cheap lighting dimmer switch.  I use a heavy
duty exhaust fan speed control that I purchased from granger for
$30-40 about 10 years ago now.  You may be able to use the controls
they make for ceiling fans, if it is rated for the amperage of the
tool.

I like to run my shop vac on the controller for most jobs.  I get
plenty of suction but much lower noise.
