I have never heard that one, but maybe in your location????  Usually it is
that if you sell it retail, you have a local sales tax, then it's taxable.
In this state, services are taxable thus even though there is no material,
it is taxable. Your local tax authority or accountant knows best. (I usually
find better information from my accountant than from the Department of
Revenue.)
