In NY you would be selling an item to a customer and so you should be
collecting sales tax. (Unless they are "tax-exempt" for one reason or
another). This also assumes you are authorized to collect Sales Tax. In
NY this is just a simple matter of filing the correct form and then
reporting and sending in the collected tax quarterly.
The only time you would not charge tax for an item is if your buyer is
going to turn around and sell it to another customer. But then they must
provide you with a resale certificate or other proof THEY will be charging
tax on the item.
