i would grind out the gouges if they weren't too deep. use whatever will cut. side grinder etc. i wouldn't worry about annealing. if the gouges are too deep to grind out without making the face too thin i would put a little miller glue in the gouge and then smooth out. no matter that the glue would be softer or that it might take the hardness out of the tool. you're using it on hot stuff right? anyway i can't remember the last time i used a flatter.
