Oh yes, very much so, at least over in the cutlery area, fer example -

good mall store kitchen knife, stainless steel, last you your whole life, 
chop a tomato or kill a lion - $120

Basicaly the same knife, hand forged by a good, but not well known 
knifemaker, maybe $30 worth of steel and wood - $2500

not everyone will pay for quality, but some will if given the chance. 
McDonalds will keep you alive (FAT but alive) but good resturants survive 
nevertheless.
