A Google search for "CoSIRA -Canada" quickly brought me to Section 1.2 on=20
http://ndad.ulcc.ac.uk/datasets/AH/rural.htm :
"In April 1988 the Commission merged with CoSIRA and became known as the=20
Rural Development Commission, although without any change in its statutory=20
functions. A significant change to the Commission's powers occurred in 1998,=
=20
when the Regional Development Agencies Act established Regional Development=20
Agencies in each of the nine regions of England, and empowered the Secretary=
=20
of State to require the Commission to prepare schemes for the transfer of it=
s=20
property, rights and liabilities to the new Agencies. In the following year=20
the Commission's responsibilities under the Miscellaneous Financial=20
Provisions Act were transferred to the Countryside Commission (see Section=20
1.4, Countryside Commission), which was renamed the Countryside Agency (see=
=20
Section 1.5, Countryside Agency). The Rural Development Commission's=20
residual body was wound up in 2000."
And according to Section 1.5, the Countryside Agency can be found at=20
http://www.countryside.gov.uk/ .
And the Countryside Agency has a page on Ironworking Skills Publications at=20
