A Google search for "CoSIRA -Canada" quickly brought me to Section 1.2 on=20

"In April 1988 the Commission merged with CoSIRA and became known as the=20
Rural Development Commission, although without any change in its statutory=20
functions. A significant change to the Commission's powers occurred in 1998,=
