Mike,

I don't run Rhino, but I think the problem is that you're trying to get a 
raster graphic file into a program that uses vector graphics.  I assume 
that you want to do more than just have an encapsulated graphic image in 
the drawing file.

There's a program that's part of the Corel Graphics suite called Corel 
Trace that will scan a raster graphic file and attempt to convert it to 
vectors.  It works fairly well on scanned line drawings (about like OCR); 
it's hideous on photos.  I've used it to convert a pcx file into hpgl 
output that I could then bring into Design Cad and edit.
