[TheForge] Cold rolled started out as hot rolled

To get cold rolled steel, you start with hot rolled, there aint no other way 
to get there at the moment.  Rapid solidification may do it in the future, 
but for now its rolled hot first, annealed and cleaned, then cold reduced to 
size.
