This is exactly what I did.   My "new"  Hay Budden has  a 1 3/8" hardy 
which I cannot find in any standard stock.  After drawing out a piece of 1 
1/2"  A36 down to size by hand I decided once was enough.

I made my insert out of mild steel.  It is not a tube but rather it has 
"fingers" that line the sides of the hardy hole.  The fingers are slightly 
too thin but they are bowed for a springy grip.  This works well for me

Now all my hardy tools with 1" stems just drop right in.

I can imagine a case where bending a piece of cold stock in a hardy fork 
might require a bigger,  but for most of the things that I can do with a 
handheld hammer,  1" is plenty strong.

I believe Rob Gunter uses inserts to standardize all his anvils on one size 
of hardy tool.  His inserts were just a thin piece of angle iron with a lip 
forged on one end to stop it slipping down into the hole.
