A "Reply to All" sends it to both the sender and the whole list.  This is 
usually an option with list software that the moderator/owner sets: Replies 
go to sender or replies go to list.

Personally, I like replies going to sender.  With the other way, "Replies to 
All" doesn't do the same thing.  So if you want to reply privately to the 
sender, you have to do a copy and paste.
