[Test-Equipment] What are "cathode jacks" on a tube tester?

I am also puzzled by the language. It appears that you
measure from either of two jacks to pin three. Are the jacks
normall shorted, say with a jumper? Is the polarity of the meter
specified somehow?. It appears that this test is to confirm the
panel meter reading but if you adjust the VR knob (whatever that
is) have you not lost the reference voltage?
Also, is this tester similar to any of the military testers,
if it is you may be able to find more service information on it.
I have a TV-7B/U which is a mil version of a Hickcok tester
but probably not the same as yours. See

Put 1 lead of your multimeter in one of the the cathode jacks at the top of the tester and the other in pin 3 of the octal socket with the meter set for 200 VDC. Remember count counterclockwise on the socket for pin 3. Now press P4 and do the same rotation on the VR knob. Your multimeter should now show the voltage that that we were looking for on the main meter.
