Doug, "channel" the idea of a vhf tv tuner.
Three tubes are probably rf amplifier, mixer, and local oscillator.
Mallory called these things "inductuners" in the day.
There were versions that used spiral ribbon wound coils with a rider 
operated by the shaft, you
seem to have the ordinary helical version.
There was a scheme that skipped the frequency gap between the low and 
high tv bands also, but
  some were just continuous tuning including the fm band.
I'm sure your grid dip meter will confirm the frequency range for tv.
