[Test-Equipment] Bird Termaline Question

Its possible but, for instance, my Motorola load measures about 55
ohms DC. I've measured it with an RF bridge (actually two bridges) and
find its not reactive and measures about the same at any RF frequency. I
think its just damaged from overload.
At least one Bird load consists of a glass resistor plated with
metal. This one is oil cooled. I think my Motorola is similar.
I have also had two MFJ dummy resistors go bad. These are supposed
to be about 50 ohms and were when new but went up to about 55 ohms.
Neither was overloaded.
