The various QTH.NET lists are set up in various ways as far as to whom a 
reply gets sent.  There is no particular rhyme nor reason to how any 
particular one is set.  The three common variants that I see are:

(1) REPLY and REPLY ALL both go to the list, with REPLY ALL sending two 
copies.  Sending the reply to the poster and not to the list requires first 
copying their email address from the header info of the received message, 
selecting what you want included in the reply (if your email manager has this 
feature), clicking REPLY, and pasting the poster's address in place of the 
list's.  Then write what you want to and click SEND.

(2) REPLY goes to the most recent poster. REPLY ALL goes to the list and to 
all other email addresses in the header.

(3) REPLY goes to the list.  REPLY ALL goes to the list and all other email 
addresses.  

Test-Equipment is set as #1.  I think that the third option is most common. 
 What you should do if you don't want to memorize how each list behaves is 
to get in the habit of reading the addresses in the Send To: and Copy To: 
fields and correcting them if necessary before hitting the Send button.
