   First, is the CRT filament lit?
This is made in the hV supply, usually.
If if is not lit, that is your problem, the hV section.
If it is lit you need to check the high Voltage if you can, if OK
examine the board that has the "logic" on it.
   It may not be "Booting up" or whatever it does when first turned on.
I do not know that 'scope, just how to trouble shoot.

   Does the DMM work normally, if not there may still be a low Voltage
power supply problem.
